Chandigarh Administration to Register only Electric Vehicles after 2030: Due to a push towards the usage of EVs initiated by the central government, India has become a global hotspot for electric mobility as it has become one of the largest EV markets in the world.

Following the initiative, the Chandigarh Administration has drafted an electric vehicle policy as the city has the highest density of vehicles in India and thus, the high emission levels impact the air quality of the Union Territory. In the draft policy, the administration has included goals and incentives to promote the adoption of electric vehicles (EVs).

The Ministry of Urban Development is working upon to make Chandigarh a smart city and the Electric Vehicle policy is a part of the process. A tender has been recently passed by the Chandigarh Transport Undertaking (CTU) for the use of electric buses in the city.

Some details about the draft include that after 2030, only electric vehicles will be registered in the city, and it will have an all-electric fleet of buses and government vehicles by 2027 and 2025 respectively. By 2030, the city will have all-electric rickshaws, corporate fleets, cabs and school buses/vans. The Chandigarh Administration is also planning to install 1,000 public EV chargers by 2030. The incentives and assistance that have been included in the policy for EV charging are:

  • The JERC or Joint Electricity Regulatory Commission has fixed the charge of INR 4 for one unit whereas a fixed monthly charge of INR 100 will be taken on electric bill at the EV charging station.
  • A subsidy of 30% has been proposed for the installation of home chargers and a subsidy of 15% will be given for charging infrastructure companies.

For the implementation of the EV Policy in Chandigarh, the UTI Transport Department will form an EV Steering committee whose responsibility will be to suggest the measures to implement the policy perfectly. The committee will be the nodal department to check the implementation of the policy.

In order to support the rise of electrification of India, the government is taking initiatives in setting up infrastructure for it. As a part of the action, the government of India in order to help further in setting up the charging stations has announced revised guidelines that will help in addressing the concerns of an Electric Vehicle (EV) owner. The announcement was issued by the Union Minister of State for Power and New and Renewable Energy (IC) and Skill Development & Entrepreneurship, RK Singh.

The ministry has notified that the new implemented guidelines and specifications may replace the previously existing guidelines and standards that were issued by the Ministry of Power on December 14, 2018. Union Minister of State for Power and New and Renewable Energy (IC) and Skill Development & Entrepreneurship, RK Singh assured in his statement that the revised guidelines are more consumer-friendly as compared to the previous ones as they incorporate a number of suggestions received from various stakeholders. “We have tried to address the concerns of EV owners in new guidelines.”

According to government goals, it aims to have at least one charging station to be available in every 3 sq km grid in cities in addition to a charging station every 25km on both sides of intra-city highways. The government’s first target is the major cities and also the expressways that are connected to these cities whereas all the other cities have been included in the second phase of the initiative. In the case of intercity travels, the government is planning to install a charging station every 100 km.

All these plans will be implemented by the Bureau of Energy Efficiency (BEE) as a Central nodal agency to help in the installation of charging infrastructure. The decision to use fast or a slow charging point will rest with the consumer and it will also permit private charging at home and offices, which will be facilitated by the distribution companies. It is interesting to note that the Public Charging Stations (PCS) will be a de-licensed activity and anybody will be free to set up a free charging station under the conditions specified in the guidelines.

A Family Settlement Agreement that happened in the Munjal family has landed Hero MotoCorp into a situation where it has been restricted from selling its electric scooters and bikes under one of the most trusted brand names – Hero. Formerly known as Hero Honda, it is the largest two-wheeler manufacturer, therefore, has an empire worth multi-billion dollars comprising of various business verticals. These verticals have now been divided between the family members that come under a family pact that was finalised in 2010.

As a result of the split, the company may have to drop the Hero brand name and come up with a new brand name for its electric two-wheelers that will shortly arrive in the market. This Family Settlement restricts Pawan Munjal, who is the chairman and promoter of Hero MotoCorp from using the brand name as the rights of it rest with Naveen Munjal who is the promoter and managing director of Hero Electric Vehicles Pvt. Ltd.

Not just Pawan Munjal, even other members of the Munjal family have been restricted from using the Hero brand name. Hero MotoCorp is in the process of manufacturing electric scooters but has not yet disclosed anything about the launch.

The company is looking forward to bringing new products that will be engineered according to the new technology but not under the brand name Hero. As per the recent reports, the company will not change its dealership to sell their electric products, even if it has to change its brand name.

Due to new and stricter rules, Hero Electric has experienced a dip in sales. These new laws ensure that the prices of eco-friendly vehicles should be low as these avail subsidiaries under the FAME Scheme. Although using a new brand name may prove to be an obstacle for the company, Hero MotoCorp feels that it is also a great opportunity for the launch of its electric two-wheelers as it will help in growing its customer base.

The Indian electric utility company Tata Power has decided to work in collaboration with the automotive manufacturing company Tata Motors in order to set up 300 EV fast-charging stations in the country. The fast-charging stations will be installed in five cities which are Mumbai, Pune, Delhi, Bengaluru and Hyderabad by the end of the fiscal year. The company has already started the initiative by inaugurating a total of seven charging stations in Pune on August 2nd, 2019 to enable the e-mobility drive.

In the coming two months, the collab plans to install 45 new charging stations that will be opened across the other four cities. These chargers will be installed at the Tata Motors dealerships, at the Tata Motors retail outlets in addition to other public locations.

The Managing Director and CEO of Tata Power said in an interview – “Our aim is to make EV charging as fast and easy as possible for all the Indians and we are very pleased to partner with Tata Motors, with whom we jointly identified high priority locations which could be preferred by the potential electric vehicle owners”.

The Managing Director and CEO of Tata Motors in a recent interview said that – “We remain committed to the sustainable mobility mission and will continue to work towards bringing aspirational e-mobility solutions for the customers, leading the drive towards faster adoption of electric vehicles in the country,” adding to which he said that the collaboration is a huge milestone in the company’s venture to initiate environment solutions and to offer peace of mind to their loyal customers.

The chargers will work under the supervision of Tata Power and will adhere to Bharat Standard (15kW) for the initial 50 chargers. In the future ventures of the collaboration, the company plans to have charging stations of 30-50kW DC CCS2 Standard.

20% EV Dealers Exit Business in India: The electric revolution may not feel as effective as the government was planning for the masses as 20% of the electric vehicle dealerships closed business in the last fiscal. The number of dealerships is now limited to 860, challenging not even the decent brands having petrol-powered engines on their side.

For one clear example, Hero Motocorp, the largest Indian two-wheeler brand, has more than 6000 touch points around the country. The reason for this shutdown of electric vehicle dealerships in the increase in pricing for the products that brought a direct downfall in the number of customers in the country.

The FAME II scheme from the government has directed the brands to use Li-ion battery and many other advanced functions to keep up with the incentive policy and thus, the production cost for every product has gone up by a considerable margin. The benefits are passed on to the customer but practically, the technology is not affordable enough to manage the market in a profitable way.

Auto Industry Slowdown: 20% EV Dealers Exit Business in India

The second limitation is the availability of charging stations. The least number of charging stations means less interested buyers that have uncertain travel routines. The swappable battery function may help the brands secure some customers for sure.

Almost every model in the electric industry has to undergo a considerable amount of change, starting with the replacement of battery and certifying themselves again with the ARAI. Here is what the industry leaders have to say about the process.

“This process itself generally means two to two-and-a-half months. Then, there will be few manufacturers who were earlier supplying. There were 26 or 30 models and obviously every model has to be certified but this also means a long waiting line. That, perhaps, the policymaker did not realize that they are going to almost stop the business for two months,” says Sohinder Gill, Director, Society of Manufacturers of Electric Vehicles (SMEV).

Okinawa Gets FAME-II Approval in India: Okinawa has become the first brand to follow the guidelines for the Indian manufacturers by the government to reap the benefits from the FAME-II scheme. The subsidy available on both the Ridge+ and i-Praise makes them quite feasible in comparison to their earlier price tags. The product applying under the FAME 2 scheme must have more than 50% local components, Li-ion batteries, a top speed of at least 40 kmph and above all, the capability to ride for more than 80 kilometres on a single charge.

The clause of having regenerative braking makes it even tougher for brands to update all their products to the new specs. For Okinawa, the scooters were already available with all the advanced features and for them, the numbers are way higher than the minimum value. The i-Praise was launched in India earlier this year with a price tag of INR 1.15 lakh, while the Ridge+ was launched for around INR 80,000. The i-Praise is available with a DC motor with 2500 watt peak power and 2.9 KWh battery pack. This results in a total range of 160-180 kilometres while the top speed achieved from the same is 75 kph.

The battery can be fully charged in just 2-3 hours. The scooter comes with LED lights, front and rear disc brake, smartphone connectivity, alloy wheels, tubeless tyres and adjustable levers. On the other hand, the Ridge+ comes with a 1200 watt motor with 1.75 KWh battery pack. The subsidy value on the Ridge+ is INR 17,000 while benefits on i-Praise sums up to INR 26,000.

India Yamaha Motor is conducting a feasibility study before getting ready for fully electric bikes in India. The electric products are a great way of getting over the internal combustion engines but, presently, the thing gets limited to city use only.
